Our Chief Executive

John Phelan is the Chief Executive of the Private Security Authority.
John Phelan was appointed by the Minister for Justice, Home Affairs and Migration as Chief Executive of the Private Security Authority in September 2024. John was formerly Head of Regulation, Policy and Corporate Affairs at the Insolvency Service of Ireland.
Prior to that, he spent five years in the Banking Division of the Department of Finance advising on policy formation and legislation. In addition to two decades in the Civil Service, John worked for many years in financial services in London.
John holds an M.A. in Ethics (1st honours) from Dublin City University, a B.A. in European Studies (1st honours) from the University of Limerick and an LL.B in Irish Law (1st honours) from the University of the West of England, and Advanced Diplomas in both Legislative Drafting and Financial Services.

Our Board
The members, who form the board of the Authority, are appointed by the Minister for Justice.
