Applicants for a first time contractor licence require the following:

Completed Application Form

Prescribed Licence Fee

Evidence of Current Valid Tax Clearance Certificate

Including Revenue Tax Clearance Access Number.

Auditors Turnover Certificate

Auditors Turnover Certificate/letter from Accountant for the last 12 Months. Confirmation of turnover for work undertaken in the Republic of Ireland (if any) broken down for each sector required. This is not a requirement for newly incorporated companies or sole traders.

Certificate of Incorporation for Limited Companies

The certificate should be dated not more than 4 weeks prior to the application being lodged with the PSA)

Certificate of Business Name

Where the trade/business name is different to the name of the beneficial owner of the business.

Garda Vetting

All applicants for a licence are vetted by An Garda Síochána. In addition, the PSA may request a licence holder to be vetted at any stage during the term of a licence. Garda E-vetting links will be forwarded from the PSA to all new Sole Traders, Partnerships and Limited Companies (all Company Officers of Limited Companies to include Directors, Company Secretaries and Shareholders of 5% or more).

Persons who are subject to Garda Vetting will receive an E-vetting link by email from the PSA which is completed by the applicant and returned to the PSA.  These returns are then forwarded to the Garda National Vetting Bureau who will provide the PSA with a Vetting Disclosure.

All Vetting Disclosure results are assessed against the PSA’s Fit and Proper Assessment.

Foreign Criminal Record Certificates

Are also required for all new Sole Traders, Partnerships and Limited Companies (all Company Officers of Limited Companies to include Directors, Company Secretaries and Shareholders of 5% or more), who have spent 6 months or more in a foreign jurisdiction within the last 15 years. A person who has spent a period of time outside of Ireland before their 15th birthday will not be required to supply a foreign Criminal Record Certificate for this period abroad.

Standards

A letter of registration for the required standard(s) with an approved auditing body or evidence of attainment of the required standard(s).

Submission

  • Applicants for a Private Investigator, Locksmith, Supplier of Safes or Installer of Safes licence sectors must provide evidence of competence to provide this security service. Please see Clause 3.1.3 of the relevant Standard (PSA 42:2015 for Private Investigators or PSA 55:2016 for Locksmiths) and Clause 3.1.4 of the relevant standard PSA74:2019* for  Installer of Safes or Supplier of Safes. (*NOTE: Holders of a current Locksmith licence are not required to meet PSA 74:2019).  You must apply to the PSA for confirmation that you meet this requirement by email to [email protected], in advance of obtaining certification and lodging your application.
  • Applicants for a licence in the Door Supervisor (Licensed Premises), Security Guard (Static), Door Supervisor (Event Security), Security Guard (Event Security) and/or Enforcement Guard sectors, please refer to the PSA 31 Information Pack and PSA 31 Requirements Document BEFORE submitting an Application and Evidence of Competency to satisfy Clause 3.1.4 of PSA31:2023.

Temporary Licences

The PSA issues Temporary Licences for the purpose of allowing contractors obtain the technical standards required for PSA licensing. Temporary Licences are only available to contractors applying for licences in the Access Control, CCTV and/or Intruder Alarm sectors. For more information please click here.

  • Incomplete applications will be rejected and returned to the applicant

  • It is an offence under section 38 of the Private Security Services Acts to provide a security service without a licence. A contractor should not engage in any licensable activity until they are in possession of a valid licence issued by the PSA.
